| In April 1997 the Interior Columbia Basin Ecosystem Management
Project's (ICBEMP) Executive Steering Committee selected a preferred
alternative from the seven alternatives developed in the Draft EIS. They
worked with tribal, county, state governments, and federal regulatory agencies
(EPA, US Fish and Wildlife Service and National Marine Fisheries Service)
regarding input on a preferred alternative to ensure that the alternatives
meet legal mandates.
In May 1997 the Eastside and Upper Columbia River Basin Draft EISs were released to the public. The release was formally announced with a Notice of Availability being filed with the Environmental Protection Agency and posted in the Federal Register June 6, 1997. At that time the formal 120-day public comment period began. On August 25, 1997 Project Managers announced a 120-day extension of the formal public comment period for the Eastside and Upper Columbia River Basin Draft EISs. The Project's Regional Executives extended the end of the comment period to February 6, 1998. Public comments will be accepted until that time. On December 23, 1997 Federal officials announced an additional 60-day extension of the formal public comment period for the Eastside and Upper Columbia River Basin Draft EISs. On March 5, 1998 a report on the economic and social conditions of several hundred communities in the Pacific Northwest was released. Project leaders also announced an additional 30-day extension of the public comment period on the Eastside and Upper Colubia River Draft Environmental Impact Statements (DEISs) prepared by the Bureau of Land Management and the Forest Service. The new comment deadline of May 6, 1998 will allow additional time for people to read the report which characterizes economic and social conditions and estimates effects on those communities from the alternatives of the Draft EISs.
